Improving Employee Engagement at DPW

Department of Public Works (DPW)

In the Fall of 2011, PME was selected to conduct qualitative research for Howard County Government’s largest department. After years of wage freezes, furloughs and other financial constraints, County executives needed to assess the state of its most valuable resource—its employees. PME was tasked to address the following objectives:

  • Develop a plan and methodology to gather unbiased employee feedback in an environment where trust levels were lacking
  • Complete quantitative and qualitative reviews and analyses of organizational opportunities;
    Present findings to all levels of the organization
  • After completing Phase I of the project, PME was further tasked to devise a Strategic Action Plan and a Communication Plan that would be used to pilot needed changes to the organization’s culture, structure and deployment.

    To date, PME has worked with DPW leadership to deliver the following:

  • Completed an Employee Opinion Survey (EOS) to gauge and prioritize employee needs. The inaugural survey yielded more than 25,000 responses with an impressive 77% response rate
  • Established credible benchmarks to measure current state and pilot desired state improvements
  • Develop recommendations that would improve the organization’s performance without and sacrifice to the quality, timeliness, or effectiveness of the services it provides.
  • Developed tailored recommendations each of the 5 bureaus within the department while coordinating strategy, tactics and approach with the larger over-arching goals of Senior leadership
  • PME continues to work with the Department of Public Works in implementing the Action Plan recommendations from this study.
